The reason not to use tap water would be if the water source was contaminated in some way, shape, or form. If your city/town had a recent scare where you were required to boil water, that may be an indication. I have heard some instances where small traces of bacteria that cause intestinal parasites such as Giardia have been present in tap water. Whether they are large enough to affect your dog is another matter. Best thing to do is to check out the quarterly water report your city/town issues and make your decision.
On the contrary, some tap water has benefits for dogs (and humans as well). For instance, my parents’ tap water contains hearty levels of calcium, which has lead to strong teeth and bones in their brittney spaniel. (Conversely, it is TERRIBLE for trying to take a shower and have all the shower head holes not be plugged).
